Background A PAAM Committee led by Jack Lenhardt in 1999 recommended a change to Aurora calm wind RWY 35 following a year of study. The recommendation was made to Oregon Aeronautics in 2000. Aeronautics' response was to hire a consultant for $85,000 to do another study. A citizen's committee (Decibel Noise Committee) was formed in 2001 and after a year and a half of further study, the following report and recommendation was issued. |

The final noise mitigation
report indicated that the maximum noise mitigation would be achieved by
changing the calm wind runway at Aurora State Airport from Runway 17 to
