Decibel Minutes December 19, 2001  Aurora City Hall

Location. Aurora City Hall
Meeting called to order by Nick Kaiser at 7:10pm.

1. Budget.  As of 12/15/01, only $315.00 remains of the $75,000 budget.  A letter was sent to the consultants from Daren telling them to stop any additional work as we are out of funds and currently there are no funds to do any noise-mitigation studies.  We need a new contract if we are to complete the study.  This will take 4 to 6 weeks to get approved.  Hopefully this will be done by the next scheduled meeting of 1/30/02.  Daren will work with State lawyers regarding the current and possible new contract.

2. The noise profile report of 12/04/01 was reviewed.  The DNL (day noise level) was less than 65DB at sites 3,4,5.  Several members did not feel this was correct, that it should have been higher.

3. The final noise contour report of 12/14/01 was distributed  and discussed.  Several plots were included to show different types of airplanes and the average DNL impact.  The committee agreed that the report shows:  a) there is noise in the airport area, b) much of the noise if over populated areas in the vicinity of the town of Aurora.

4. Mike brought up the issue of new zoning and new homes being planned south of the airport in the high-noise environment.  He stated that we should look to the future and consider this development as it will be impacted by noise with the existing flight patterns.

5. Nick briefly mentioned several noise mitigation items that the committee has discussed in the past.  The committee agreed we would like to see some of these mitigation items run through the model.  This is not an inclusive list. The items include:

  • Prohibiting touch and goes
  • Switch to runway 35 for calm wind
  • Change to runway 17 right traffic
  • Make additional requests that pilots climb to 1200 feet before turning
  • Make additional requests that pilots reduce power asap after takeoff

The noise committee will need to finalize the noise mitigation list at a future Decibel committee workshop meeting.

6. The next meeting is scheduled for 1/30/02 at Aurora City Hall

7. Daren recorded the following items to be discussed with HMMH......
Measurement Report- Table 4, Site 1 indicates the measurement range was
61-66 DNL. 66 Seems awful low, wanted verification that this was correct,
and if so further explanation of how those numbers were produced.

Measurement Report- Conclusions, #2 The statement that aircraft noise adds
0-4 dB to the community's cumulative noise exposure seems low. Would like
explanation of how that is determined and supported.
 
Noise Modeling Report- Table 4, DECIBEL wants to know if Touch and Go's
flight track utilization rates can be added to this table.
 
Noise Modeling Report- Table 6, For the year 2007 DECIBEL would like to know
how HMMH forecasts the number of homes that will be inside a particular DNL.
How do you forecast homes that will be built in the future? Or do you? It
seems like an important point that DECIBEL wants to make sure is addressed.
 
Those are the action items and I'm forwarding them to HMMH. However, since
the project is stopped for the time being, they will likely provide the
information/explanations at our January meeting.  Note: HMMH has requested the next meeting be moved to Jan 29.
